{"id":58729,"date":"2018-02-13T06:41:35","date_gmt":"2018-02-13T06:41:35","guid":{"rendered":"https:\/\/www.biphoo.com\/bipnews\/?p=58729"},"modified":"2018-02-13T06:41:35","modified_gmt":"2018-02-13T06:41:35","slug":"british-watchdog-tells-algorithmic-traders-to-tighten-controls","status":"publish","type":"post","link":"https:\/\/www.biphoo.com\/bipnews\/technology\/british-watchdog-tells-algorithmic-traders-to-tighten-controls.html","title":{"rendered":"British watchdog tells algorithmic traders to tighten controls"},"content":{"rendered":"<h2 style=\"text-align: justify\"><span style=\"font-size: 18pt\"><strong><span style=\"font-family: Arial, Helvetica, sans-serif;color: #000000\">British watchdog tells algorithmic traders to tighten controls<\/span><\/strong><\/span><\/h2>\n<p style=\"text-align: justify\"><span style=\"font-family: Arial, Helvetica, sans-serif;font-size: 14pt;color: #000000\">Some firms using computers to trade at ultra-fast speeds are not applying safeguards required to avert market meltdowns, Britain\u2019s Financial Conduct Authority (FCA) said on Monday.<\/span><\/p>\n<p style=\"text-align: justify\"><span style=\"font-family: Arial, Helvetica, sans-serif;font-size: 14pt;color: #000000\">Algorithmic or high-frequency trading uses computers to automatically place an order in financial markets, without human intervention, and represents sizeable volume on stock markets.<\/span><\/p>\n<p style=\"text-align: justify\"><span style=\"font-family: Arial, Helvetica, sans-serif;font-size: 14pt;color: #000000\">The FCA reviewed algorithmic trading, which some critics have blamed for sharp price moves, at about a dozen firms and found some were failing to properly apply mandatory safeguards.<\/span><\/p>\n<p style=\"text-align: justify\"><span style=\"font-family: Arial, Helvetica, sans-serif;font-size: 14pt;color: #000000\">Sterling\u2019s \u201cflash crash\u201d in Asian trading in October 2016 for instance was blamed by some on algorithmic trading, but a central bank report later concluded there was no single perpetrator.<\/span><\/p>\n<p style=\"text-align: justify\"><span style=\"font-family: Arial, Helvetica, sans-serif;font-size: 14pt;color: #000000\">\u201cFirms should consider and act on (the review\u2018s) content in the context of good practice for their business,\u201d Megan Butler, the FCA\u2019s director of wholesale supervision, said.<\/span><\/p>\n<p style=\"text-align: justify\"><span style=\"font-family: Arial, Helvetica, sans-serif;font-size: 14pt;color: #000000\">Some firms were unable to show that their systems are tested and operating properly, a requirement since January under the European Union\u2019s MiFID II securities law.<\/span><\/p>\n<p style=\"text-align: justify\"><span style=\"font-family: Arial, Helvetica, sans-serif;font-size: 14pt;color: #000000\">\u201cAdditionally, firms need to do more work to identify and reduce potential conduct risks created by their algorithmic trading strategies,\u201d the FCA said in a report.<\/span><\/p>\n<p style=\"text-align: justify\"><span style=\"font-family: Arial, Helvetica, sans-serif;font-size: 14pt;color: #000000\">The FCA did not propose new rules but will \u201cproactively\u201d supervise and monitor algorithmic trading, adding that firms need to consider the combined impact multiple strategies may have on the fair and effective operation of financial markets.<\/span><\/p>\n<p style=\"text-align: justify\"><span style=\"font-family: Arial, Helvetica, sans-serif;font-size: 14pt;color: #000000\">The FIA European Principal Traders Association (EPTA) said the FCA review was done before MiFID II came into force, adding that as members trade their own money, they have a strong focus on risk management.<\/span><\/p>\n<p style=\"text-align: justify\"><span style=\"font-family: Arial, Helvetica, sans-serif;font-size: 14pt;color: #000000\">The FCA said last year it would not take enforcement action straight away as long as firms were making efforts to comply with MiFID.
