State prosecutors accuse him of sedition, and he faces arrest if he were to return home.<\/span><\/p>\n<p style=\"text-align: justify\"><span style=\"font-size: 14pt;font-family: Arial, Helvetica, sans-serif;color: #000000\">\u201cEither Rajoy changes his recipe or we change the country,\u201d Puigdemont, said in a televised speech. He was flanked by four former cabinet members that fled with him.<\/span><\/p>\n<p style=\"text-align: justify\"><span style=\"font-size: 14pt;font-family: Arial, Helvetica, sans-serif;color: #000000\">At jubilant pro-independence rallies around Barcelona, supporters chanted \u201cPresident Puigdemont\u201d and unfurled giant red-and-yellow Catalan flags as the results came in.<\/span><\/p>\n<p style=\"text-align: justify\"><span style=\"font-size: 14pt;font-family: Arial, Helvetica, sans-serif;color: #000000\">Puigdemont\u2019s spokesman told Reuters in a text message: \u201cWe are the comeback kids.\u201d<\/span><\/p>\n<p style=\"text-align: justify\"><span style=\"font-size: 14pt;font-family: Arial, Helvetica, sans-serif;color: #000000\">The result unnerved global markets, contributing to a softer euro and subdued sentiment in stock markets. Opinion polls had predicted secessionists to fall short of a majority.<\/span><\/p>\n<p style=\"text-align: justify\"><span style=\"font-size: 14pt;font-family: Arial, Helvetica, sans-serif;color: #000000\">More than 3,100 firms have moved their legal headquarters outside Catalonia, concerned that the indebted region, which accounts for a fifth of the national economy, could split from Spain and tumble out of the EU and the euro zone by default.<\/span><\/p>\n<p style=\"text-align: justify\"><span style=\"font-size: 14pt;font-family: Arial, Helvetica, sans-serif;color: #000000\">Spain has trimmed its growth forecasts for next year, and official data shows foreign direct investment in Catalonia fell 75 percent in the third quarter from a year earlier, dragging down national investment.<\/span><\/p>\n<p style=\"text-align: justify\"><span style=\"font-size: 14pt;font-family: Arial, Helvetica, sans-serif;color: #000000\">The EU\u2019s major powers, Germany and France, have backed Rajoy\u2019s stance despite some criticism of his methods at times.<\/span><\/p>\n<p style=\"text-align: justify\"><span style=\"font-size: 14pt;font-family: Arial, Helvetica, sans-serif;color: #000000\">On Oct. 1, when Catalonia staged an independence referendum, Spain declared it unconstitutional and national police used tear gas and batons to prevent some Catalans from voting.<\/span><\/p>\n<p style=\"text-align: justify\"><span style=\"font-size: 14pt;font-family: Arial, Helvetica, sans-serif;color: #000000\">When Catalan parliament declared independence after the referendum, Rajoy invoked constitutional powers to impose direct rule from Madrid on the region. He has said he would rescind direct rule regardless of the election result, but could re-impose it if a new government again pursued secession.<\/span><\/p>\n<p style=\"text-align: justify\"><span style=\"font-size: 14pt;font-family: Arial, Helvetica, sans-serif;color: #000000\">There was no immediate comment from Rajoy after the election results.<\/span><\/p>\n<p style=\"text-align: justify\"><span style=\"font-size: 14pt;font-family: Arial, Helvetica, sans-serif;color: #000000\">The narrow victory for Puigdemont\u2019s secessionist camp presents a fresh headache for the EU, which had defended the Spanish judiciary\u2019s pursuit of separatist leaders on grounds that they had violated Spain\u2019s constitution.<\/span><\/p>\n<p style=\"text-align: justify\"><span style=\"font-size: 14pt;font-family: Arial, Helvetica, sans-serif;color: #000000\">Puigdemont\u2019s attempts to gain international support in Brussels have come to nothing so far.
