Civil servants and ministers, including Minister of Communication and Information Rudiantara, are among the heaviest users.<\/span><\/p>\n<p style=\"text-align: justify\"><span style=\"font-family: Arial, Helvetica, sans-serif;font-size: 14pt\">Giphy Inc., a New York City GIFs company that also works with WhatsApp, did not respond to requests for comment. In August, Indonesia announced it would block Giphy\u2019s website for showing gambling-related ads.
