{"id":47000,"date":"2017-10-11T12:14:37","date_gmt":"2017-10-11T12:14:37","guid":{"rendered":"https:\/\/www.biphoo.com\/bipnews\/?p=47000"},"modified":"2017-10-11T12:14:37","modified_gmt":"2017-10-11T12:14:37","slug":"u-s-treasury-dashes-hopes-for-near-term-world-bank-capital-hike","status":"publish","type":"post","link":"https:\/\/www.biphoo.com\/bipnews\/business\/u-s-treasury-dashes-hopes-for-near-term-world-bank-capital-hike.html","title":{"rendered":"U.S. Treasury dashes hopes for near-term World Bank capital hike"},"content":{"rendered":"<h2 style=\"text-align: justify\"><span style=\"font-size: 14pt\"><strong><span style=\"font-family: Arial, Helvetica, sans-serif;color: #000000\">U.S. Treasury dashes hopes for near-term World Bank capital hike<\/span><\/strong><\/span><\/h2>\n<p style=\"text-align: justify\"><span style=\"font-size: 12pt;font-family: Arial, Helvetica, sans-serif;color: #000000\">A U.S. Treasury official dashed hopes for a World Bank capital increase in the near term, saying the multilateral lender first needs to review its balance sheet to ensure resources are going to countries and projects that need them most.<\/span><\/p>\n<p style=\"text-align: justify\"><span style=\"font-size: 12pt;font-family: Arial, Helvetica, sans-serif;color: #000000\">The World Bank Group two years ago had set a goal of agreeing on a capital increase for its International Bank for Reconstruction and Development arm by the time of the 2017 World Bank and International Monetary Fund annual meetings, which start this week.<\/span><\/p>\n<p style=\"text-align: justify\"><span style=\"font-size: 12pt;font-family: Arial, Helvetica, sans-serif;color: #000000\">The IBRD provides concessional financing for projects in middle-income and creditworthy low-income countries.<\/span><\/p>\n<p style=\"text-align: justify\"><span style=\"font-size: 12pt;font-family: Arial, Helvetica, sans-serif;color: #000000\">But U.S. President Donald Trump\u2019s \u201cAmerica First\u201d agenda and plans to cut back foreign aid had cast doubt over the bank\u2019s ability to win the support of its largest shareholder.<\/span><\/p>\n<p style=\"text-align: justify\"><span style=\"font-size: 12pt;font-family: Arial, Helvetica, sans-serif;color: #000000\">Last week, World Bank President Jim Yong Kim said the capital increase was a question of timing as the \u201cvast majority\u201d of the bank\u2019s 189 member countries supported it.<\/span><\/p>\n<p style=\"text-align: justify\"><span style=\"font-size: 12pt;font-family: Arial, Helvetica, sans-serif;color: #000000\">But the Treasury official told Reuters on Tuesday that it was too soon to discuss such an effort because too much of IBRD\u2019s resources were tied up in countries that had ample borrowing ability, including China and other larger emerging markets.<\/span><\/p>\n<p style=\"text-align: justify\"><span style=\"font-size: 12pt;font-family: Arial, Helvetica, sans-serif;color: #000000\">The World Bank needs to do a better job of \u201cgraduating\u201d such countries off of IBRD support to private sector lending resources, the official said.<\/span><\/p>\n<p style=\"text-align: justify\"><span style=\"font-size: 12pt;font-family: Arial, Helvetica, sans-serif;color: #000000\">\u201dOur view is that the World Bank Group as a whole needs to present substantial work on its balance sheet and the direction of that balance sheet as we go forward, the official said. \u201cIt\u2019s early to be talking about a capital increase for the IBRD.\u201d<\/span><\/p>\n<p style=\"text-align: justify\"><span style=\"font-size: 12pt;font-family: Arial, Helvetica, sans-serif;color: #000000\">The World Bank cannot proceed without the approval of the Treasury, which controls an effective veto on the institution\u2019s executive board.<\/span><\/p>\n<p style=\"text-align: justify\"><span style=\"font-size: 12pt;font-family: Arial, Helvetica, sans-serif;color: #000000\">\u201cSo the bottom line here is right now we\u2019ve got too high a percentage of the World Bank\u2019s balance sheet that\u2019s going to countries and to projects that already have ample borrowing capacity.\u201d<\/span><\/p>\n<p style=\"text-align: justify\"><span style=\"font-size: 12pt;font-family: Arial, Helvetica, sans-serif;color: #000000\">China is IBRD\u2019s largest borrower country, with $2.42 billion in loan commitments in the fiscal year ended June 30. The other top 10 borrowers were India, Indonesia, Colombia, Argentina, Egypt, Iraq, Turkey, Ukraine and Romania.<\/span><\/p>\n<p style=\"text-align: justify\"><span style=\"font-size: 12pt;font-family: Arial, Helvetica, sans-serif;color: #000000\">China is the World Bank Group\u2019s third-largest shareholder, with 4.77 percent of voting power.
