{"id":42220,"date":"2017-08-22T11:15:43","date_gmt":"2017-08-22T11:15:43","guid":{"rendered":"https:\/\/www.biphoo.com\/bipnews\/?p=42220"},"modified":"2017-08-22T11:15:43","modified_gmt":"2017-08-22T11:15:43","slug":"elections-worker-in-north-carolina-charged-with-changing-2016-vote-totals","status":"publish","type":"post","link":"https:\/\/www.biphoo.com\/bipnews\/elections\/elections-worker-in-north-carolina-charged-with-changing-2016-vote-totals.html","title":{"rendered":"Elections worker in North Carolina charged with changing 2016 vote totals"},"content":{"rendered":"<h2 style=\"text-align: justify\"><span style=\"font-size: 18pt\"><strong><span style=\"font-family: Arial, Helvetica, sans-serif\">Elections worker in North Carolina charged with changing 2016 vote totals<\/span><\/strong><\/span><\/h2>\n<p style=\"text-align: justify\"><span style=\"font-size: 14pt;font-family: Arial, Helvetica, sans-serif\">Elections worker in North Carolina charged with changing 2016 vote totals:- A former elections worker in North Carolina was indicted Monday by a Durham County grand jury for mishandling provisional ballot results during the March 2016 primary election.<\/span><\/p>\n<p style=\"text-align: justify\"><span style=\"font-size: 14pt;font-family: Arial, Helvetica, sans-serif\">Richard Robert Rawling, 59, of Cary, was charged on the counts of obstruction of justice \u2014 a felony \u2014 and failure to discharge a duty of his office \u2014 a misdemeanor.<\/span><\/p>\n<p style=\"text-align: justify\"><span style=\"font-size: 14pt;font-family: Arial, Helvetica, sans-serif\">An investigation of the state\u2019s elections board determined Rawling ran or ordered subordinates to run provisional ballots through tabulators more than once and made manual changes to the ballot count so the results of the provisional canvass would match the number of approved provisional ballots.<\/span><\/p>\n<p style=\"text-align: justify\"><span style=\"font-size: 14pt;font-family: Arial, Helvetica, sans-serif\">Elections board officials discovered the problem during a routine audit of primary results in April 2016.<\/span><\/p>\n<p style=\"text-align: justify\"><span style=\"font-size: 14pt;font-family: Arial, Helvetica, sans-serif\">When Durham County elections officials notified State Board investigators about the issue in early April 2016, the State Board office opened an investigation. In October 2016, investigators provided a full report to the Durham County district attorney for possible prosecution.<\/span><\/p>\n<p style=\"text-align: justify\"><span style=\"font-size: 14pt;font-family: Arial, Helvetica, sans-serif\">According to the State Board of Elections and Ethics Enforcement, Rawling\u2019s actions were committed to avoid having to report a discrepancy in the number of provisional ballots in possession of the Board of Elections and the number counted on canvass day.<\/span><\/p>\n<p style=\"text-align: justify\"><span style=\"font-size: 14pt;font-family: Arial, Helvetica, sans-serif\">Unlike regular ballots, provisional ballots aren\u2019t counted at a polling place on Election Day. Provisional ballots are issued when there is a question about a voter\u2019s eligibility.
