Vladimir Putin says he hopes ousting 755 US staff ends retaliation:- Russian President Vladimir Putin said he hoped there wouldn\u2019t be a need for further retaliation against Washington after his government ordered the US to slash staff at its diplomatic missions in Russia by 755, or nearly two-thirds, in retaliation for new sanctions approved by the US Congress.<\/span><\/p>\n

\u201cWe waited for a rather long time, thinking that things might improve, nourished the hope that the situation would change somehow,\u201d Russia\u2019s president said in an interview with state television broadcast on Sunday, his first comments on the issue since the foreign ministry announced the move on Friday. \u201cBut by all indications, if it does change, it won\u2019t be soon.\u201d<\/span><\/p>\n

Putin said Russia would refrain from taking further steps for now. \u201cIf the time comes, we can consider other options for responding. But I hope it doesn\u2019t come to that. As of today, I\u2019m against it.\u201d<\/span><\/p>\n

Russia\u2019s move marks a new stage in the Kremlin\u2019s deepening disillusionment with US President Donald Trump, who campaigned on pledges to improve ties but has failed to deliver, amid spiraling investigations into alleged meddling by Moscow in the 2016 US elections.<\/span><\/p>\n

Forced to leave<\/span><\/p>\n

The State Department condemned the Russian action as \u201cregrettable and uncalled for,\u201d and said that it was assessing its response, the Associated Press reported.<\/span><\/p>\n

The way out of the impasse in relations is to \u201creject attempts at diktat by sanctions,\u201d Kremlin spokesman Dmitry Peskov told reporters on a conference call on Monday. Putin emphasized that Russia wants to work with the US on areas of mutual interest, he said.<\/span><\/p>\n

The Moscow embassy and three consulates in other cities have 1,279 staff, including 301 US direct-hire positions and 934 locally-employed posts from 35 US government agencies, according to a 2013 State Department report.<\/span><\/p>\n

The Russian move would lower the total staff to 455\u2014the same number Russia has in the US. Only diplomats will be forced to leave the country, while Russian nationals affected by the cuts will lose their jobs.<\/span><\/p>\n

Sanctions vote<\/span><\/p>\n

Russia\u2019s decision came soon after the US Senate on 27 July overwhelmingly passed a bill, already approved by the House, that would prevent the president from easing sanctions without getting congressional approval, as well as open the way to even wider restrictions than the ones currently imposed over the Ukraine crisis. Trump hasn\u2019t signed the legislation, but the White House said he plans to.<\/span><\/p>\n

Russia said it was responding to the US expulsion in December of 35 Russian diplomats in response to alleged hacking of the election. Putin had put off answering that move, giving the new administration a chance to deliver on its promises of better relations.<\/span><\/p>\n

Earlier Sunday, deputy foreign minister Sergei Ryabkov warned the US against retaliating for Russia\u2019s latest action.<\/span><\/p>\n

\u201cIf the US side decides to move further towards further deterioration, we will answer, we will respond in kind,\u201d Ryabkov said on ABC\u2019s \u201cThis Week.\u201d<\/span><\/p>\n

Asked whether Russia is considering measures such as banning US consumer goods, which could affect sales of anything from Coca-Cola to iPhones to Ford cars, Ryabkov declined to provide specifics but said \u201cwe have a rich toolbox at our disposal.\u201d<\/span><\/p>\n

Sweeping response<\/span><\/p>\n

\u201cI can assure you that different options are on the table and consideration is being given to all sorts of things,\u201d he said.<\/span><\/p>\n

But Putin said that while Russia has a range of possible options \u201cthat would be sensitive for the American side, I don\u2019t think we should do that. It would hurt the development of international relations.\u201d<\/span><\/p>\n

The votes in the Congress on sanctions \u201crepresent the strong will of the American people to see Russia take steps to improve relations with the United States,\u201d secretary of state Rex Tillerson said in a statement on Saturday. \u201cWe hope that there will be cooperation between our two countries on major global issues and these sanctions will no longer be necessary.\u201d<\/span><\/p>\n

Visa delays<\/span><\/p>\n

The Russian order is likely to mean consular services in Russia will be \u201cvery hard hit,\u201d said Michael McFaul, a former US ambassador to Moscow. \u201cRussians will have to wait much longer to get a visa,\u201d he said by email.<\/span><\/p>\n

Russia\u2019s reaction was harsher than many officials had signalled, and threatens to cast the two nuclear-armed powers into a fresh spiral of tensions, even as relations are already at their lowest since the Cold War.<\/span><\/p>\n

For Trump, the worsening conflict poses a dilemma between his oft-stated desire to build ties with Russia and mounting political opposition to that effort in Washington, amid congressional inquiries and an Federal Bureau of Investigation (FBI) probe into interference in the elections and the Trump campaign\u2019s possible ties with Russia.<\/span><\/p>\n

A \u201ctotally unwarranted, disproportionate move by the Kremlin,\u201d Andrew Weiss, a former top Russia expert on the National Security Council and now vice president for studies at the Carnegie Endowment for International Peace, said on Twitter.<\/span><\/p>\n

The Russian foreign ministry has also ordered the US to vacate a recreational villa and warehouse facilities in Moscow by Tuesday.<\/span><\/p>\n

The US has faced mounting Russian anger over Trump\u2019s failure to return two diplomatic compounds outside New York and Washington that were seized at the time of the December expulsions.<\/span><\/p>\n
