Everyone told us it was impossible, but they don&#39;t know France.&quot;<\/span><\/span><\/span>\n<\/p>\n<p style=\"text-align: justify;\">\n\t<span style=\"color:#000000;\"><span style=\"font-size:18px;\"><span style=\"font-family:arial,helvetica,sans-serif;\">But he repeated a number of times that the task facing him and the country was enormous.<\/span><\/span><\/span>\n<\/p>\n<p style=\"text-align: justify;\">\n\t<span style=\"color:#000000;\"><span style=\"font-size:18px;\"><span style=\"font-family:arial,helvetica,sans-serif;\">He said: &quot;We have the strength, the energy and the will &#8211; and we will not give in to fear.&quot;<\/span><\/span><\/span>\n<\/p>\n<p style=\"text-align: justify;\">\n\t<span style=\"color:#000000;\"><span style=\"font-size:18px;\"><span style=\"font-family:arial,helvetica,sans-serif;\">His mention of Ms Le Pen drew loud boos, and he said he would do all he could to ensure in future there would be no reason to vote for extremism.<\/span><\/span><\/span>\n<\/p>\n<p style=\"text-align: justify;\">\n\t<span style=\"color:#000000;\"><span style=\"font-size:18px;\"><span style=\"font-family:arial,helvetica,sans-serif;\">Security remains tight in the capital and there were reports of police firing tear gas at several hundred anti-capitalist protesters near the M&eacute;nilmontant metro in the 20th arrondissement.<\/span><\/span><\/span>\n<\/p>\n<p style=\"text-align: justify;\">\n\t<span style=\"color:#000000;\"><span style=\"font-size:18px;\"><span style=\"font-family:arial,helvetica,sans-serif;\">What has Ms Le Pen said?<\/span><\/span><\/span>\n<\/p>\n<p style=\"text-align: justify;\">\n\t<span style=\"color:#000000;\"><span style=\"font-size:18px;\"><span style=\"font-family:arial,helvetica,sans-serif;\">In her speech, she thanked the estimated 11 million people who had voted for her. She said the election had shown a division between &quot;patriots and globalists&quot; and called for the emergence of a new political force.<\/span><\/span><\/span>\n<\/p>\n<p style=\"text-align: justify;\">\n\t<span style=\"color:#000000;\"><span style=\"font-size:18px;\"><span style=\"font-family:arial,helvetica,sans-serif;\">Ms Le Pen said her National Front party needed to renew itself and that she would start the &quot;deep transformation of our movement&quot;, vowing to lead it into upcoming parliamentary elections.<\/span><\/span><\/span>\n<\/p>\n<p style=\"text-align: justify;\">\n\t<span style=\"color:#000000;\"><span style=\"font-size:18px;\"><span style=\"font-family:arial,helvetica,sans-serif;\">She also said she had wished Mr Macron success in tackling the &quot;huge challenges&quot; facing him.<\/span><\/span><\/span>\n<\/p>\n<p style=\"text-align: justify;\">\n\t<span style=\"color:#000000;\"><span style=\"font-size:18px;\"><span style=\"font-family:arial,helvetica,sans-serif;\">There were scattered boos as the projections were announced. A few moments of quiet, uncertain chatter followed. Then supporters gave a subdued rendition of the French national anthem. Many were carrying blue-coloured roses &#8211; Marine Le Pen&#39;s chosen symbol.<\/span><\/span><\/span>\n<\/p>\n<p style=\"text-align: justify;\">\n\t<span style=\"color:#000000;\"><span style=\"font-size:18px;\"><span style=\"font-family:arial,helvetica,sans-serif;\">The defeat will not have come as a surprise &#8211; the fact that such a small venue was booked is an indication that the campaign suspected it would lose.<\/span><\/span><\/span>\n<\/p>\n<p style=\"text-align: justify;\">\n\t<span style=\"color:#000000;\"><span style=\"font-size:18px;\"><span style=\"font-family:arial,helvetica,sans-serif;\">There were cheers for Marine Le Pen as she delivered her speech. During an interview afterwards, one senior party official explained to me that a new movement would now be formed &#8211; he didn&#39;t give a name for it. Once I finished the interview, he raised his glass of champagne and said &quot;Vive la France&quot;.<\/span><\/span><\/span>\n<\/p>\n<p style=\"text-align: justify;\">\n\t<span style=\"color:#000000;\"><span style=\"font-size:18px;\"><span style=\"font-family:arial,helvetica,sans-serif;\">What does Mr Macron stand for?<\/span><\/span><\/span>\n<\/p>\n<p style=\"text-align: justify;\">\n\t<span style=\"color:#000000;\"><span style=\"font-size:18px;\"><span style=\"font-family:arial,helvetica,sans-serif;\">He is a liberal centrist, pro-business and a strong supporter of the European Union.<\/span><\/span><\/span>\n<\/p>\n<p style=\"text-align: justify;\">\n\t<span style=\"color:#000000;\"><span style=\"font-size:18px;\"><span style=\"font-family:arial,helvetica,sans-serif;\">He left the Socialist government of President Fran&ccedil;ois Hollande last August to form his new movement &#8211; En Marche &#8211; saying it was neither left nor right wing.<\/span><\/span><\/span>\n<\/p>\n<p style=\"text-align: justify;\">\n\t<span style=\"color:#000000;\"><span style=\"font-size:18px;\"><span style=\"font-family:arial,helvetica,sans-serif;\">His campaign pledges included a 120,000 reduction in public-sector jobs, a cut in public spending by &euro;60bn (&pound;50bn; $65bn), and a lowering of the unemployment rate to below 7%.<\/span><\/span><\/span>\n<\/p>\n<p style=\"text-align: justify;\">\n\t<span style=\"color:#000000;\"><span style=\"font-size:18px;\"><span style=\"font-family:arial,helvetica,sans-serif;\">He vowed to ease labour laws and give new protections to the self-employed.<\/span><\/span><\/span>\n<\/p>\n<p style=\"text-align: justify;\">\n\t<span style=\"color:#000000;\"><span style=\"font-size:18px;\"><span style=\"font-family:arial,helvetica,sans-serif;\">Mr Macron also stood on a pro-EU platform, in stark contrast to his opponent.<\/span><\/span><\/span>\n<\/p>\n<p style=\"text-align: justify;\">\n\t<span style=\"color:#000000;\"><span style=\"font-size:18px;\"><span style=\"font-family:arial,helvetica,sans-serif;\">Often with Emmanuel Macron one fears that (in a way that is very French) it is words that are doing his work. Words that are bridging the divides; words that are flattering his opponents; words that create the devotion that, among some, he inspires.<\/span><\/span><\/span>\n<\/p>\n<p style=\"text-align: justify;\">\n\t<span style=\"color:#000000;\"><span style=\"font-size:18px;\"><span style=\"font-family:arial,helvetica,sans-serif;\">In the campaign it became a joke among journalists how often his answers included the words &quot;au meme temps&quot; (at the same time). It was his way of marrying everything and its opposite, of reconciling every contradiction.<\/span><\/span><\/span>\n<\/p>\n<p style=\"text-align: justify;\">\n\t<span style=\"color:#000000;\"><span style=\"font-size:18px;\"><span style=\"font-family:arial,helvetica,sans-serif;\">He got away with it because he is who he is.<\/span><\/span><\/span>\n<\/p>\n<p style=\"text-align: justify;\">\n\t<span style=\"color:#000000;\"><span style=\"font-size:18px;\"><span style=\"font-family:arial,helvetica,sans-serif;\">But in the real life of running a fractious, angry, divided country &#8211; will his words have the same effect? Will his solitary self-belief create the structures of political support which he needs in the rough-and-tumble of government? Will his charm still work?<\/span><\/span><\/span>\n<\/p>\n<p style=\"text-align: justify;\">\n\t<br \/>\n\t<span style=\"color:#000000;\"><span style=\"font-size:18px;\"><span style=\"font-family:arial,helvetica,sans-serif;\">What has the immediate international reaction been?<\/span><\/span><\/span>\n<\/p>\n<p style=\"text-align: justify;\">\n\t<span style=\"color:#000000;\"><span style=\"font-size:18px;\"><span style=\"font-family:arial,helvetica,sans-serif;\">Most of those running the EU were breathing a sigh of relief, given Ms Le Pen&#39;s policies and last year&#39;s Brexit vote.<\/span><\/span><\/span>\n<\/p>\n<p style=\"text-align: justify;\">\n\t<span style=\"color:#000000;\"><span style=\"font-size:18px;\"><span style=\"font-family:arial,helvetica,sans-serif;\">European Commission chief Jean-Claude Juncker tweeted: &quot;Happy that the French chose a European future.&quot;<\/span><\/span><\/span>\n<\/p>\n<p style=\"text-align: justify;\">\n\t<span style=\"color:#000000;\"><span style=\"font-size:18px;\"><span style=\"font-family:arial,helvetica,sans-serif;\">Meanwhile, US President Donald Trump tweeted his congratulations to Mr Macron for the &quot;big win&quot; and said he looked forward to working with him.<\/span><\/span><\/span>\n<\/p>\n<p style=\"text-align: justify;\">\n\t<span style=\"color:#000000;\"><span style=\"font-size:18px;\"><span style=\"font-family:arial,helvetica,sans-serif;\">German Chancellor Angela Merkel tweeted her congratulations, saying Mr Macron&#39;s win was a &quot;victory for a strong united Europe&quot;.<\/span><\/span><\/span>\n<\/p>\n<p style=\"text-align: justify;\">\n\t<span style=\"color:#000000;\"><span style=\"font-size:18px;\"><span style=\"font-family:arial,helvetica,sans-serif;\">UK Prime Minister Theresa May said: &quot;France is one of our closest allies and we look forward to working with the new president.&quot;<\/span><\/span><\/span>\n<\/p>\n<p style=\"text-align: justify;\">\n\t<span style=\"color:#000000;\"><span style=\"font-size:18px;\"><span style=\"font-family:arial,helvetica,sans-serif;\">Former UKIP leader Nigel Farage sounded a dissonant note, saying: &quot;Macron offers five more years of failure&quot; and encouraging Ms Le Pen to &quot;stick in there&quot;.<\/span><\/span><\/span>\n<\/p>\n<p style=\"text-align: justify;\">\n\t<span style=\"color:#000000;\"><span style=\"font-size:18px;\"><span style=\"font-family:arial,helvetica,sans-serif;\">At home, President Fran&ccedil;ois Hollande congratulated Mr Macron and said the result showed the French people wanted to unite around the &quot;values of the republic&quot;.<\/span><\/span><\/span>\n<\/p>\n<p style=\"text-align: justify;\">\n\t<span style=\"color:#000000;\"><span style=\"font-size:18px;\"><span style=\"font-family:arial,helvetica,sans-serif;\">What will be Macron&#39;s immediate difficulties?<\/span><\/span><\/span>\n<\/p>\n<p style=\"text-align: justify;\">\n\t<span style=\"color:#000000;\"><span style=\"font-size:18px;\"><span style=\"font-family:arial,helvetica,sans-serif;\">Well, his En Marche grouping has no seats in parliament at all.<\/span><\/span><\/span>\n<\/p>\n<p style=\"text-align: justify;\">\n\t<span style=\"color:#000000;\"><span style=\"font-size:18px;\"><span style=\"font-family:arial,helvetica,sans-serif;\">Legislative elections follow on quickly from the presidential poll &#8211; on 11 and 18 June.<\/span><\/span><\/span>\n<\/p>\n<p style=\"text-align: justify;\">\n\t<span style=\"color:#000000;\"><span style=\"font-size:18px;\"><span style=\"font-family:arial,helvetica,sans-serif;\">En Marche will contest the elections as a party but Mr Macron may find himself needing to pull together a coalition to govern effectively.<\/span><\/span><\/span>\n<\/p>\n<p style=\"text-align: justify;\">\n\t<span style=\"color:#000000;\"><span style=\"font-size:18px;\"><span style=\"font-family:arial,helvetica,sans-serif;\">Although his presidential candidacy had support from other political parties, much of it stemmed from the need to defeat Ms Le Pen. More than 25% of the electorate abstained from voting, while a record 11.5% of ballots were left blank or spoilt.<\/span><\/span><\/span>\n<\/p>\n<p style=\"text-align: justify;\">\n\t<span style=\"color:#000000;\"><span style=\"font-size:18px;\"><span style=\"font-family:arial,helvetica,sans-serif;\">He will need to win over the abstainers and those who are sceptical about his political vision.
