It was created under U.S. President Ronald Reagan in 1984.<\/span><\/span>\n<\/p>\n<p style=\"text-align: justify;\">\n\t<span style=\"font-size:18px;\"><span style=\"font-family:arial,helvetica,sans-serif;\">Trump signed it at a ceremony in the White House on his fourth day in office.
