Twenty-nine people were unaccounted for.<\/span><\/p>\n<p><span style=\"font-size: 14pt; font-family: Arial, Helvetica, sans-serif; color: #000000;\">The agency said a combination of overloading and bad weather and heavy seas were believed to have caused the accident.<\/span><\/p>\n<p><span style=\"font-size: 14pt; font-family: Arial, Helvetica, sans-serif; color: #000000;\">There has been a string of accidents in the waterways between Indonesia and Malaysia involving overloaded boats ferrying laborers seeking work in Malaysian factories and plantations.<\/span><\/p>\n<p><span style=\"font-size: 14pt; font-family: Arial, Helvetica, sans-serif; color: #000000;\">In November, more than half of the 101 passengers aboard a boat died after it hit a reef and sank off the Indonesian island of Batam, south of Singapore.<\/span><\/p>\n<p><span style=\"font-size: 14pt; font-family: Arial, Helvetica, sans-serif; color: #000000;\">Four months earlier, a boat sank while en-route to Batam.
