Prime Minister Theresa May distanced herself from remarks by Brexit minister David Davis when he said remaining in the single market would be &#8220;very improbable&#8221; if it meant giving up control of British borders.<\/span><\/p>\n<p><span style=\"color: #000000; font-size: 12pt; font-family: Arial,Helvetica,sans-serif;\">The Brexit vote has given added impetus to plans for greater defence co-operation, because the UK has always objected to the potential conflict of interest with Nato.<\/span><\/p>\n<p><span style=\"color: #000000; font-size: 12pt; font-family: Arial,Helvetica,sans-serif;\">But Mr Juncker said a common military force &#8220;should be in complement to Nato&#8221;. &#8220;More defence in Europe doesn&#8217;t mean less transatlantic solidarity.&#8221;<\/span><\/p>\n<p><span style=\"color: #000000; font-size: 12pt; font-family: Arial,Helvetica,sans-serif;\">A European Defence Fund would stimulate military research and development, he said.<\/span><\/p>\n<p><span style=\"color: #000000; font-size: 12pt; font-family: Arial,Helvetica,sans-serif;\">Upbeat message &#8211; BBC News Europe editor Katya Adler, Strasbourg<\/span><\/p>\n<p><span style=\"color: #000000; font-size: 12pt; font-family: Arial,Helvetica,sans-serif;\">Jean-Claude Juncker and his team agonised over the wording of Wednesday&#8217;s speech.<\/span><\/p>\n<p><span style=\"color: #000000; font-size: 12pt; font-family: Arial,Helvetica,sans-serif;\">The UK&#8217;s vote to leave the EU is undoubtedly one of the biggest crises the bloc has ever faced but Mr Juncker was determined not to dwell on it.<\/span><\/p>\n<p><span style=\"color: #000000; font-size: 12pt; font-family: Arial,Helvetica,sans-serif;\">There were few words on Brexit. His main message: &#8220;The European project continues. Let&#8217;s choose to look forward. Be positive.&#8221;<\/span><\/p>\n<p><span style=\"color: #000000; font-size: 12pt; font-family: Arial,Helvetica,sans-serif;\">Applause resounded around the chamber of the European Parliament but how will the voters outside react?<\/span><\/p>\n<p><span style=\"color: #000000; font-size: 12pt; font-family: Arial,Helvetica,sans-serif;\">Are they even listening? The drumbeat of nationalist, Eurosceptic populism reverberates around the continent. Public trust in the establishment is low &#8211; whether traditional politicans, bankers or EU bureaucrats &#8211; and Mr Juncker is an unelected president.<\/span><\/p>\n<p><span style=\"color: #000000; font-size: 12pt; font-family: Arial,Helvetica,sans-serif;\">Mr Juncker admitted the EU was facing an &#8220;existential crisis&#8221;, but he said it had to deliver &#8220;concrete results&#8221; in response &#8211; highlighting priorities including ensuring stability, security and tackling social injustice.<\/span><\/p>\n<p><span style=\"color: #000000; font-size: 12pt; font-family: Arial,Helvetica,sans-serif;\">He urged a renewed focus on the EU as a &#8220;driving force that can bring about unification, for instance in Cyprus&#8221;.<\/span><\/p>\n<p><span style=\"color: #000000; font-size: 12pt; font-family: Arial,Helvetica,sans-serif;\">&#8220;Above all, Europe means peace. It is no coincidence that the longest period of peace began with the formation of the European community,&#8221; he said.<\/span><\/p>\n<p><span style=\"color: #000000; font-size: 12pt; font-family: Arial,Helvetica,sans-serif;\">Splits in the Union had led to &#8220;galloping populism&#8221; and Europe had to be protected from them, he said.<\/span><br \/>\n<span style=\"color: #000000; font-size: 12pt; font-family: Arial,Helvetica,sans-serif;\">In a blunt criticism of recent attacks on immigrants in the UK, he said he would &#8220;never accept Polish workers being beaten up and harassed on the streets of Essex&#8221;.<\/span><\/p>\n<p><span style=\"color: #000000; font-size: 12pt; font-family: Arial,Helvetica,sans-serif;\">Anti-EU MEPs lined up to criticise Mr Juncker&#8217;s rallying cry.<\/span><\/p>\n<p><span style=\"color: #000000; font-size: 12pt; font-family: Arial,Helvetica,sans-serif;\">UKIP leader Nigel Farage said it was &#8220;the usual recipe: more Europe, in this particular case, more military Europe&#8221;<\/span><\/p>\n<p><span style=\"color: #000000; font-size: 12pt; font-family: Arial,Helvetica,sans-serif;\">Peter Lundgren of the anti-migrant Sweden Democrats said his country had always been neutral militarily. &#8220;We don&#8217;t want to be forced into this type of military co-operation,&#8221; he said<\/span><\/p>\n<p><span style=\"color: #000000; font-size: 12pt; font-family: Arial,Helvetica,sans-serif;\">But Belgium&#8217;s Guy Verhofstadt, the European Parliament&#8217;s lead negotiator on Brexit, said the EU still offered the &#8220;cure&#8221; for &#8220;the cancer of nationalism&#8221;<\/span><\/p>\n<p><span style=\"color: #000000; font-size: 12pt; font-family: Arial,Helvetica,sans-serif;\">What is the EU Commission president&#8217;s state of the union address?<\/span><\/p>\n<p><span style=\"color: #000000; font-size: 12pt; font-family: Arial,Helvetica,sans-serif;\">Modelled on the annual speech by the US president, its aim is to report on the condition of the EU and outline a future legislative agenda.<\/span><br \/>\n<span style=\"color: #000000; font-size: 12pt; font-family: Arial,Helvetica,sans-serif;\">EU leaders meet in Slovakia&#8217;s capital Bratislava on Friday &#8211; without UK Prime Minister Theresa May.<\/span><\/p>\n<p><span style=\"color: #000000; font-size: 12pt; font-family: Arial,Helvetica,sans-serif;\">Tusk&#8217;s warning<\/span><\/p>\n<p><span style=\"color: #000000; font-size: 12pt; font-family: Arial,Helvetica,sans-serif;\">Late on Tuesday, their leader in the European Council &#8211; Donald Tusk &#8211; made his own intervention into the debate on the EU&#8217;s future.<\/span><br \/>\n<span style=\"color: #000000; font-size: 12pt; font-family: Arial,Helvetica,sans-serif;\">In a letter traditionally written to leaders ahead of a summit, Mr Tusk suggested the EU should be mindful of its own ambitions in light of the Brexit vote.<\/span><\/p>\n<p><span style=\"color: #000000; font-size: 12pt; font-family: Arial,Helvetica,sans-serif;\">&#8220;The keys to a healthy balance between the priorities of member states and those of the Union lie in national capitals,&#8221; Mr Tusk said.<\/span><br \/>\n<span style=\"color: #000000; font-size: 12pt; font-family: Arial,Helvetica,sans-serif;\">&#8220;The institutions should support the priorities as agreed among member states, and not impose their own ones.&#8221;<\/span><\/p>\n<p><span style=\"color: #000000; font-size: 12pt; font-family: Arial,Helvetica,sans-serif;\">That remark contrasted with Mr Juncker&#8217;s insistence on Wednesday that &#8220;too often, national interests are brought to the fore&#8221; in Europe.<\/span><\/p>\n<p><span style=\"color: #000000; font-size: 12pt; font-family: Arial,Helvetica,sans-serif;\">There were several other themes in Mr Juncker&#8217;s speech, including:<\/span><\/p>\n<p><span style=\"color: #000000; font-size: 12pt; font-family: Arial,Helvetica,sans-serif;\">The Union&#8217;s role in maintaining stability and sharing the burden of economic downturn, such as, he proposed, doubling investment in the EU to \u20ac500bn (\u00a3425bn; $560bn) in the next five years and creating an investment fund for Africa<\/span><\/p>\n<p><span style=\"color: #000000; font-size: 12pt; font-family: Arial,Helvetica,sans-serif;\">The need for solidarity in the Union &#8211; he urged protection for unaccompanied minors migrating to the EU &#8211; but said this must &#8220;come from the heart&#8221; and could not &#8220;be forced or imposed&#8221;<\/span><\/p>\n<p><span style=\"color: #000000; font-size: 12pt; font-family: Arial,Helvetica,sans-serif;\">Promoting security including strengthening the EU&#8217;s borders and promoting greater security co-operation between member states, as well as greater military centralisation.<\/span><\/p>\n<p><span style=\"color: #000000;
